NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Program Research Specialist Trainee 1 (Criminal Justice), NS: A bachelor's degree in criminal justice, criminology, economics, political science, psychology, public policy, public administration, sociology, or statistics including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling. Advanced placement to the Trainee 2 or journey level may be possible depending on education and experience and subject to agency approval. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. This information can be found at Candidates are responsible for the evaluation fee. NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

COMPETITIVE MINIMUM QUALIFICATIONS:

Program Research Specialist 1 (Criminal Justice), SG-18: Permanent competitive service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law. Program Specialist Trainee 1 (Criminal Justice), NS: Permanent competitive service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law. Candidates may be eligible for 70.4 transfer to the Trainee 1 level if they have one year of permanent competitive or 55b/c service in a title allocated to SG-11 or higher; possess a bachelor's degree in criminal justice, criminology, economics, political science, psychology, public policy, public administration, sociology, or statistics including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling; AND have a passing score on a current or previous PCO or PATT exam. Candidates eligible for 55b/c appointment with a bachelor's degree or higher in one of the fields listed above are encouraged to apply. Preferred Qualifications: Strong written and verbal communication skills are preferred. Experience using Excel, SPSS, and Tableau to analyze and visualize data is strongly desired. The ability to summarize findings in tabular, graphic, and narrative form is preferred. The ideal candidate will be familiar with evidence-based interventions for justice-involved individuals. Duties Description Two Program Research Specialist 1 (Criminal Justice) positions will be assigned to the DCJS Office of Justice Research and Performance (OJRP). These positions will conduct data analysis and produce reports related to community corrections programs funded by DCJS, including adult probation, alternatives to incarceration, and/or re-entry programming. Research and analysis will be completed using a variety of data sources including probation records, program data, criminal history data, and potentially data obtained from external sources. The incumbents will assist in developing tools and procedures for assessing the implementation and fidelity of evidence-based programming delivered by community corrections programs. Additional Comments Some positions may require travel to locations that are not serviced by public transportation. DCJS has a hybrid telecommuting program.
